The Gram Sabha is the fulcrum of the Panchayati Raj and village development. People use the forum of the Gram Sabha to discuss local governance and development, and make need- based plans for the village.

The Panchayat implements development programs under the overarching mandate, supervision and monitoring of the Gram Sabha. All decisions of the Panchayat are taken through the Gram Sabha and no decision is official and valid without the consent of the Gram Sabha.

1. The term Gram Sabha is defined in the Constitution of India under Article 243(b).

2. Gram Sabha is the primary body of the Panchayati Raj system and by far the largest.

3. It is a permanent body.

4. Gram Sabha is the Sabha of the electorate. All other institutions of the Panchayati Raj like the Gram Panchayat, Block Panchayat and Zilla Parishad are constituted by elected representatives.

5. The decisions taken by the Gram Sabha cannot be annulled by any other body. The power to annul a decision of the Gram Sabha rests with the Gram Sabha only.

A gram panchayat or village panchayat is the only grassroots-level of panchayati raj formalised local self-governance system in India at the village or small-town level, and has a sarpanch as its elected head.

Gram panchayats are at the lowest level of panchayat raj institutions (PRIs), whose legal authority is the 73rd Constitutional Amendment of 1993, which is concerned with rural local governments.

Panchayat samiti (also known as Block Development Councils, Kshetra panchayat, Mandal panchayat, Taluka panchayat) are rural local governments (panchayats) at the intermediate level in panchayat raj institutions (PRI).

The panchayat samiti collects all the prospective plans prepared at Gram Panchayat level and process them for funding and implementation by evaluating them from the angles of financial constraints, social welfare, and area development. It also identifies and prioritizes the issues that should be addressed at the block level.

The Zila Panchayat or District Council or Zila Parishad or District Panchayat , is the third tier of the Panchayati Raj system. Zila Parishad is an elected body. Block Pramukh of Block Panchayat are also represented in Zila Parishad. The members of the State Legislature and the members of the Parliament of India are members of the Zila Parishad.

Zila parishad are Panchayats at Apex or District Level in Panchayat Raj Institutions.
