Because it involved the use of HYV seeds which requires a combination of chemical fertilizers, irrigation, and modern farming methods due to which more capital is required...
Continous use of chemical fertilizers made the soil less fertile..
Continous irrigation from tubewells etc had lessened the water below the ground...
Natural resources like soil fertility and ground water are built up over many years..

It has also resulted in the degradation of soil. The chemical fertilizers can also kill bacteria and other micro organisms in soil.
