Explanation:

oceans make about 3/4 of the total earth surface. The water that is present either in the form of ice on mountains, rivers, underground water or springs all are directly linked with the amount of rain and snowfall.

The rain, snow formation, and precipitation occur from clouds and clouds are generated from the ocean surface by evaporation.

Thus ocean produce steam and water vapours which then raise to form clouds. Which spread over the land and give rise to all other forms of water.

We also know that human body also contain more than 70% of water and all the life forms on land are dependent directly on water so the decrease in water level is very critical not only for humans but for all animals and plants.

NOTE .: Evaporation also takes place from land (i.e. plant surfaces and lakes or rivers) but is very less effecient as compared to that from the oceans.
