How is 'human resource' different from 'other resources like land and 'physical capital'?

Economic development depends not only on physical capital formation but on human capital formation as well. The physical resources and human resources complement each other in bringing about faster economic growth and material prosperity of a nation.

Moreover, it is not possible to make optimal use of physical resources without an adequate supply of manpower. In fact, it is necessary to develop human resources properly to be able to exploit physical resources such as natural resources and physical capital.

Human resource is different from other resources in many senses. Human resources need education, training and healthcare to develop. On the other hand, land and physical capital need money and physical inputs to develop. Land and physical capital are useless without human resources.
