impulse = force applied X time or time interval
it's is because when vehicle passed over a road bracker or over a crack then an unstable force is applied to every object and by this glass ware may be broken.
but by wrapping it with saw dust of paper pieces we increase the time interval of change of momentum then it experience less force and remain safe.
because force = dp/dt
rate of change of momentum.
