apart from the obvious answer regarding differences in environment and experiences, I would argue that the brain structure perhaps isn't as similar across humans as one might think. If you mean that humans have similar moving parts, I agree. But the actual nueronal structure is liekly quite different as this is shaped by both genetics and enviornmental experiences. I do not mean to be cliche, per se, but the old notion of Genes x Environment, and all the complexity that entails, probably explains much of this variance.
