This paper attempts to reveal through case analysis that psychological activities are a set of programs and that the cause of mental illness is error in operation of the programs or the establishment of erroneous programs. By modifying or learning to use these psychological programs correctly, mental illness can be treated precisely and thoroughly. The complete psychotherapy process is represented by the following: psychoanalysis + modification of psychological programs. To perform certain tasks, the living body undergoes a series of changes in physiology and needs to initiate a series of physiological responses. The abstract combination of these physiological changes and physiological responses is called the “psychological program.” The search for psychological activity programs mainly depends on psychological analysis and scientific hypnosis.

apart from the obvious answer regarding differences in environment and experiences, I would argue that the brain structure perhaps isn't as similar across humans as one might think. If you mean that humans have similar moving parts, I agree. But the actual nueronal structure is liekly quite different as this is shaped by both genetics and enviornmental experiences. I do not mean to be cliche, per se, but the old notion of Genes x Environment, and all the complexity that entails, probably explains much of this variance.
