The reason why the land is fixed in the village of Palampur because there is no way that the land can be increased in that village because of the increasing population there is a lot of pressure on the land. And due to increasing population the land is decreasing which is why the land is fixed.

Land is a geographical immobile commodity whose value is highly treasured.  The quantity of land may not be possible to increased but its quality may  be improved to foster production activities.

Farmers have occupied fully the pieces of land in this region and therefore knowing that this commodity has a fixed quantity which may not be increased makes land in Palampur fixed.
