Magnesium Chloride is formed by the transfer of electrons.

They form an ionic bond. An ionic bond is a type of bond in which there is complete transfer of electrons from one atom to to other atom(s).

Oxidation occurs at Magnesium :

   Mg      →     Mg^(+2)  + 2 e       ( e for electrons )

Reduction occurs at Chlorine :

Cl + e   →       Cl^(-1)

Cl + e   →       Cl^(-1)

And the complete reaction is

Mg^(+2) + 2 Cl^(-1)  →   MgCl2

The solution of Magnesium Chloride conducts electricity because it is electrolytic in nature. When current is passed through its solution, the process of electrolysis starts because the solution of Magnesium Chloride starts to ionize  .

Hi friend,

The formation of Magnesium Chloride happens through the transfer of electrons. They form an ionic bonds in which there is complete transfer of electrons from one atom to to other atom in there valance shells.

Conduction of electricity: The ionic solution of Magnesium Chloride conducts electricity because it is electrolytic in nature. When current is passed through its solution, the process of electrolysis starts because the solution of Magnesium Chloride starts to ionize. They have mobile ions which assist the electricity conduction.

I hope the answer helps.

Thanks
