Ionic bond is that type of bond in which complete transfer of electrons occur.

Magnesium chloride is also an ionic compound in which transfer of electrons must occur. when we dissolve an ionic compound in water , it dissociates into positive and negative ions(anion and cations).

We know that any substance conduct electricity due to the presence of free ions

Same is the case with magnesium chloride when it dissociates ions are available to conduct electricity...so we can that solution of magnesium chloride conduct electricity.
