Newton's laws of motion in know way are related to the Newton's Law of Gravitation
In Newton's writings the Principia mathematica he only talked about classical mechanics.
However , under his study during the vacations of Cambridge university plague incident he did research on the motion of planets inspired by Johannes Kepler and Nicolas Copernicus.
So, Newton's Universal Gravitation law is in no way related to his motion laws.
He published his writings on Universal gravitational law in 1622 approximately where after a couple of months he again published a paper on his study of particle optics.
indeed it was a great year for him as well as for classical physics.
