I don't think so that over irrigation is responsible for land degradation in Punjab, but it is the excessive use of firtilizers and pesticides/insecticides which is leading to degradation of soil.

Also, the farmers burn the remaining straps of crops after harvesting and then, they burns them.

This was a major reason for land degradation in Punjab and also Air Pollution In Punjab/Delhi.
