During the period when the earth planet just formed ,, there are the many gases are in the around of earth since that time there is no ozone ,, the harmful UV rays can penetrate these gases easily ,,, leads to the breakdown and formation of O2 gas formed oxygen accumulated on the earth's surface and when the UV rays fallen on them they split into single atom and these three atoms by combination with each other forms ozone layer..which have formula O3
at this present earth ,,,due to manmade substances the ozone layer gets thinner and thinner due to gases such as chlorofluorocarbons it leads to the hole formation above antarctic region ..
due to damage of ozone the UV rays can penetrate the earth easily nd can cause vital diseases such as skin cancer ...etc

The ozone layer prevents most harmful UVB wavelengths of ultraviolet light (UV light) from passing through the Earth's atmosphere. These wavelengths cause skin cancer, sunburn and cataracts, which were projected to increase dramatically as a result of thinning ozone, as well as harming plants and animals
