I see that you have established what you think is the correct answer to your own “question” — imagery. I wouldn’t call imagery a value. It is one of the prominent tools by which poetry conveys values. Values are meanings, guiding principles, conceptual frameworks and/or intentions the author is promoting, or that undergird the author’s purpose in writing.
Nor would I say there is one “most important” value OR tool in poetry. I would urge you to stretch your thinking, so you can see that there are many different kinds of poems with many different values and many different techniques for conveying those values. You may have a preference; indeed, you *should* have a preference if you read poetry seriously, but your preference (or anyone else’s preference) does not reflect an inherent hierarchy of importance. Nor does public opinion reflect any kind of inherent and permanent hierarchy of values. Public opinion is just that — opinion.
