India and Afghanistan have a relationship and a shared history since time immemorial. From the Indus Valley Civilization to the kingdom of Chandragupta Maurya to the invasions of Ahmad Shah Abdali, India and Afghanistan have a deep rooted multi-faceted relationship.
It was in the late 1970s and early 1980s that Afghanistan was made a flashpoint in the cold war between USSR and USA. To destabilise the USSR backed government in Afghanistan, USA, along with Pakistan, created Taliban. Since then Pakistan has supported Taliban to extend its control over Afghanistan and micro manage its internal affairs, including the INDIA POLICY OF AFGHANISTAN. Even after USA and USSR left Afghanistan, it was Pakistan who constantly funded and fostered Taliban against the Afghans.
In the aftermath of the attacks of 9/11, US launched a GLOBAL WAR ON TERRORISM. It removed the Taliban government in Afghanistan and replaced it with its own backed government headed by Hamid Karzai. From 2001 till 2015, the US led NATO troops were placed in Afghanistan to COMBAT the threat posed by Taliban. However, since 2016, after the combat role of NATO troops ended, Taliban has again turned active with the support of Pakistan. In the absence of a strong army and lack of military support from any major powers of the world, the situation in Afghanistan is deteriorating.
In the contemporary times, when the Afghanistan is going through a turbulent transition phase, India has been an all weather friend of Afghanistan. Some of the initiatives of the Indian government for the peace, prosperity and development of Afghanistan are:
India, in collaboration with the Afghan government, has constructed the SALMA DAM,which would produce hydro-electricity for the power deficit country.India has been providing military support to Afghanistan for the purpose of INTERNAL SECURITY AND SELF DEFENCE.Russian built Mi 24/25 helicopters, Indian built Cheetal are among the few military hardwares being transferred to the Afghans that would enable them to fight the menace of Afghan Taliban.India hosted the HEART OF ASIAconference in Amritsar in 2016 to find a solution to the Afghan problem.Recently India also attended the conference, hosted by Moscow, to find a permanent solution for Afgan peace. Iran, China and Pakistan were the other participants of the conference.Afghanistan is a land-locked country. It is dependent on Pakistan to fulfill it's needs of external trade. To reduce this dependence of Afghanistan on Pakistan, India, Iran and Afghanistan have signed a tri-lateral agreement to develop the CHABAHAR PORT AND THE CHABAHAR AIRPORT.India also developed the DELERAM-ZARANJ highway connecting Afghanistan with the CHABAHAR Port of Iran.Also, India has been investing heavliy in the mineral sector of Afghanistan along with the various lines of credit given from time to time.
