Division of power among social groups:

Power can also be shared among different groups which differ socially. The system of'community government' in Belgium is an example of this type of power division. This government is elected by people belonging to one language community (Dutch, French and German-speaking), andhas the power to take decisions regarding cultural, educational and language-related issues.

The system of reserved constituencies in India is another example.

For example in India the following arrangements gurantees that the interests of the minorities are secured and protected.

a. Reserved Constituencies- There are constituencies reserved for the SC's and ST's from where the candidates belonging to the above mentioned categories can stand for elections.

b. Government's Reservation Policy- Provides for reservation of seats in jobs and educational institutions for the SC's and ST's

c. 73rd and 74th Constitutional amendment acts provided for 1/3rd reservation of seats in the local bodies for the weaker section and women.

d. Women's Representation Bill which sought to provide 1/3rd reservation of seats for women in the Parliament has been passed in the Rajya Sabha.

e. One can also give example of how our Constitution gurantees that the rights of the minorities are duly protected through Fundamental Rights and Directive Principles. Example of minority rights are Right to freedom of religion, cultural and educational rights.

(ii) In some countries there are constitutional and legal arrangements whereby socially weaker sections and women are represented in the legislatures and administration.

(iii) This type of arrangement is meant to give space in the government and administration to diverse social groups who otherwise would feel alienated from the government.
