WHENEVER ANY NEW RULE IS TO FORMED,

FIRST, IT IS TO BE PASSED FROM BOTH SABHAS THAT IS LIKE SABHA AND RAJYA SABHA.

THEN IT IS PASSED TO THE PRESIDENT TO BE SIGNED, IF PRESIDENT SIGNS IT, THEN IT IS CONSIDERED AS RULE.

BUT IF HE/SHE REFUSES TO SIGN, THEN IT IS ONLY A STATEMENT.

NOTE==>HE / SHE CAN ONLY REFUSE ONCE(@charlie16)

That's why President is responsible for all the rules.
