How is proposal different from report?

A research report will generally be conducted after the research is done, or at a given checkpoint throughout your research.

The proposal is what you submit to your grant committee, or to your boss, or whoever is asking for it, outlining what you are wanting to do, why it’s important, and most significantly; why they should give you money to do said research. This is typically done before your research has started.
