How is sand that flow in a v river formed

a river of sand flowing across the desert. This 'sand river' was due to an exceptional weather phenomenon. Rare changes in the weather led to a rain and hail storm in Iraq. This resulted in a 'river bed' which contains a frozen water to flow across the desert
