Smoking is linked to memory problems because it contributes to narrowed arteries that restrict blood- flow to the brain. One of the causes of memory tagline in relation to the Brain function could be the nerve cell death or decreased density of interconnected neuronal network due to loss dendrites, the tiny filaments, which connect one nerve cell to another.

Smoking leads to a build up of plaque within the blood vessels and latest research shows smoking causes thinning of neural pathways.
Only my theory,but the things you have cited, really happen then it will not only affect memory but every neurological mechanism we use. So,in my limit knowledge,I think YES Smoking can have long term consequences on recall. Yet smoking whilst acting in working memory due to extra stimulae may actually increase the experience perceived,thereby having a magnified effect on memory.
