SINCE POOR PEOPLE HARDLY HAVE ANY SAVINGS , THEY BORROW MONEY FROM MONEY LENDERS . UNABLE TO REPAY BECAUSE OF POVERTY , THEY BECOME VICTIMS OF INDEBTEDNESS . SO THE HIGH LEVEL OF INDEBTEDNESS IS BOTH A CAUSE AND EFFECT OF POVERTY.
