How is the answer fig (B) for the 13th question

in the first figure ie A there will be force of attraction between the two particles which would bring them close and hence we can conclude that it isn't in stable equilibrium
for the fig B the two particles are of opposite signs and hence they will repel each other.
There are chances that they would move apart due to repulsive forces but they are far too low than the previous case. (also q<<Q)
