The Clean Air Act of 1970 is related to a principle established by the Supreme Court in the 1800s. Although other branches of the government sometimes went against this act and opposed the fact that this was federally funded and governed by a state agency, it was established by the Congress according to a supreme court decision from the 1800s.

The Clean Air Act is run through the Environmental Protection Agency all the fundings are being done by it and the Legislative have a contribution in it too. 

The purpose of this act is to improve and maintain the air quality as it is seen in the Whitman v. American trucking Association of Supreme Court Case.
