The concentration of hydroxide ions (OH–) will increase when the excess base is dissolved in a solution of sodium hydroxide. However, when the concentration of hydronium ions decreased on dilution then the H+ ions reacts to hydroxyl ions forming water molecules that end up decreasing the concentration of hydronium ions.
