3.There is lack of voluntary effort and struggle on the part of consumers.

1. Many times the consumer has to hire a lawyer and all the case proceedings are very time-consuming.

2. Most purchases are small retail purchases and absence of a cash memo is a problem of many transactions.

3. Existing laws don't have explicit directions about the compensation to be provided to the consumers.
