Well Nepal is a federal republic democratic country. Its has bicameral federal parliament. After the election of the federal parliament , election for Prime Minister, President and Vice president is done.The Prime Minister is simply elected by the members of federal parliament which was recently done in Nepal. In that election for PM voting is done by the both houses of parliament ( upper and lower).

After that an electoral college is formed to elect the president and vice president. The electoral college consists of theembers of federal parliament state assemblies and mayors and deputy mayors of municipalitieas well as chairmen and vice chairmen of village executives.

In case of clear majority of a party the president would appoint the leader of that party as PM. However after the appointment of PM he/she forms a council of minister under his/her own chairmaship. The council of minister should not exceed 25 members. Each member of the council of minister are given the responsibilities of certain ministries.

This is how the executive is formed at central level. The same thing is done in state level by CM.
