Beacause the policeman is there to direct the cars for safety, it follows the social contract. While liberty is about being free, everyone deserves the right to be safe, without a policeman at traffic intersections, it would be quite hard for everyone to be safe, its a simular situation with parents and children, its a parents job to keep their children safe with rules, it is the policemans job at traffic interections to keep everyone safe and allow them to go to their destination
