The constitution was amended to prevent elected MLAs and MPs from changing parties.This was done because many elected representatives were indulging in defection In order to become ministers or for cash rewards.
Now the law says that if a MLA ir MP changes parties,he/she will have to lose the seat in the legislature.This new law has helped to bring defection down.

There is a board which deals with transparency and accountability of resources distribution which oversees on how the leaders allocates the consumption and the use of the resources in a particular country, ,embers of the public are also the overseers of the development activities from their places of origin and they vote their corrupt leaders out.
