The refresh option re-downloads the content of the page from the server.
(You can usually refresh with F5 or Ctrl/Cmd+R, and in Chrome, Ctrl/Cmd+Shift+R also clears the cache).
The stop option cancels the download process whenever the page is loading or reloading, and it leaves the browser with whatever it got up to that point.
