There are many debates on the issue of direct election of Sarpanch or Gram Panchayat President versus the indirect election by Ward Councillors. Some States have adopted the direct election approach and some the indirect method. If the President is directly elected, he is more accountable to voters for his decisions although they might have been arrived after a compromise with the Ward Members. In the indirect system, he is beholden to them for his survival but the a non-entity cannot become President unless the majority of Ward Members belong to a single party. There are many other issues but a primary aspect is that the President has to lead and interact directly with voters and in that sense, his visibility and reach in getting voter attention is far better. He has also to interact with the Panchayat Raj institutions in the larger domain within which he runs the village. Therefore, there will be pressures upon him including from the Governmental agencies that bring policy influences to bear on him such as women’s welfare, the depressed classes, etc and also in terms of financial allocations -budgeted and special including those with mandates and those that allow him some discretion.
