The speaker of Lok Sabha is elected by the party who has gained majority votes in Lok Sabha elections & he/she should have won the seat from any of the 543 Lok Sabha constituencies. Like Mr Om Birla is the MP from Kota, Rajasthan & he's from BJP.

the speaker is elected generally in the first meeting of the Lok Sabha following general elections, and is chosen from the sitting members of the Lok Sabha.

The speaker of the Lok Sabha is the presiding officer and the highest authority of the Lok Sabha. They conduct the business in house, maintaing discipline and decorum and can suspend members for unsuitable behaviour. They permit the moving of various motions and resolutions.
