The speaker of Loksabha is elected by the government of India. Usually ruling party select a sitting MP for the Loksabha Speaker post. Currently Modi govt has elected Smt. Sumitra Mahajan as Loksabha speaker.

The functions and powers of Speaker are as follows:

1. Regulations of debate and proceedings:

a. Speaker presides over meetings of the House. All speeches and remarks are addressed to the Chair. All members seek the permission of the speaker to speak.

b. The Speaker decides the admissibility of all the questions and resolution. He is the final judge to decide on the admissibility of Adjournment Motion.

c. All the Bills passed by the Lok Sabha are authenticated by this/her signature before they are passed to the Rajya Sabha for its consideration or to the President for his assent.

d. If a question arises whether a Bill is a Money Bill or not, the decision of the Speaker is final.

e. The Speaker shall not vote in the first instance. When the votes for or against a proposal are equal the Speaker has a Casting vote. This vote decides whether or not the proposal will be passed.



2. Disciplinary functions:

a. The Speaker preserves the order of the House. He may name a member for suspension, if he disregards the authority of the Speaker. In case of grave disorder, the Speaker can adjourn the House.

b. If a word or words used in the debate are indecent or unparliamentary, the Speaker may expunge such words from the proceedings of the House.

c. The Speaker decides whether there is a prima face case regarding breach of privilege or contempt of the House.

3. Administrative Functions

a. The Speaker communicates the decisions of the House to the concerned authority and comply with such decisions

b. The Speaker allows the admission of strangers and press correspondents to the galleries oh the House.

4. Supervisory Functions:

a. The Speaker is the ex-officio chairperson of some of the Committees, such as the Business Advisory Committee and the Rules committee.

b. Speaker appoints Chairpersons of all the Committees of the House.

c. If the Government claims that a particular document is secret, but the Committee insists on its production before them, the matter is referred to the Speaker for his advice and his instructions are final.
