You need to use a time zone database. I like Current Local Times Around the World. You could also use a time zone map, but many don’t show what places use daylight saving time, and those that do don’t show when it is in effect.

The government in control of that place decides, usually based on historical precedent. They then declare the time as a time zone with a specific offset from UTC. The time is roughly related to solar time but in extreme casesit deviate by up to 3 hours..
