Union council of minister is appointed by the President on the advice of the Prime Minister.

It's main functions are

1.They determine the plans and program of the government

2.They ( cabinet ministers) advice the president in the procedure of implementing emergency

3.They take active part in the parliament and answer the questions of the opposition parties.
