winter is a dry season because this time the winds blow from north-east (from Asia) toward south-west, alongwith that it moves across india.In most of the regions it is a dry season as wind moving from Asia blow over land there is no moisture and hence no rain.

but when these winds comes over India they took a lot of water from bay of Bengal and brings rain over Tamil Nadu and hence this rain is the monsoon(late then 1st monsoon) for Tamil Nadu.

in Northern plains some years it do rain as due to the disturbances in the Mediterranean sea there uses to be a high pressure which comes toward the Indian low pressure zone(bay of bengal) alongwith the westerly flow(high velocity jet streams[winds] at Southern side of Himalayas.

these sometimes bring rain in northern plains.

and in this season when this above wind goes toward bay of Bengal it collides with easterly wind and cyclones are created which then floods coastal areas(northern circar and Coromandel coast)
