In the first sentence, ‘nature’ is used positively and in the second, it is used negatively. The passage says that going by the collective sentiment of the people of America, as they put it, all men are free by nature.

It is not wrong to feel a sense of freedom in a country and state mechanism. Hence, nature is used in a positive sense.

In the second instance, nature is used in a negative sense because a human being should know his boundaries even if he has a free mind.

One needs to admit if he has done a mistake and surrender to someone. That way, nature in the second instance refers to arrogance which is obviously negative.
