It is described that way because it waits for none! It always passes by without stopping. Through this the poet wants to convey that we have to value time. Time is unbiased and treats everyone in the same way. It does not matter whether a person is rich or poor, young or old, good or bad.
=>It can also mean 'whorish' as time cares for none. It is immoral and finally pass. Good memories will become eroded. The people memorialized will eventually be forgotten.
