How is unhealthy and illiterate population a liablity for economy??

Unhealthy makes the government to spend on more hospitality which reduces the money. people who are illiterate doesn't understand the benefits done by the government and doesn't use it wisely. Illiterate doesn't obey the rules i.e take a ticket on traveling a train. so the economy goes down.
