Chol's most important contribution was local self-government. This information is received from the rock inscription of Parantak I
There are three types of institutions in the local self-government of Cholas.
Ur: It was the Gram Sabha of all the people. In this village and the city were both involved. Its executive committee was called as "Alungnam".
Nagaram: It was the administrative meeting of the business community. Only merchants participated in this. The "Nagaram" was often used to refer to the business center's management work .
