Visual Basic and Python, both are two different programming languages!
An IDE(Integrated Development Environment) is a tool that let's you edit and create code for a program. It is similar to a text editor(such as Notepad, etc.), but has more features such as compiling and debugging.
Many programming languages have in-built IDEs with their compilers, such as Python, Small Basic.
Visual Basic IDE, is nothing but an IDE for the Visual Basic language
and The Python IDLE(Integrated Development and Learning Environment) is an IDE for the Python programming language.
Both are counterparts for their respective languages.
