Basically how a voters list is prepared, eligible voters usually register at their respective registration centers, provide their full information and also state preferred location where they wish to cast their vote, then their picture is taken and a signature and are attached to the voters information in the system. It is this information that the presiding officers will use to print out the voters list. If one is not registered, his or her name does not reflect on the voters list.
