Vulnerability to poverty can be measured through increased expenditure or decreased income. It is also explained as the risk which can cause poverty and is often referred as probability. Vulnerability criteria is fulfilled when there are 50% or more odds in a household. The major causes of vulnerability to poverty are as follows

• Bad harvest

• Sudden illness

• Sudden job loss

• Unexpected expense

Vulnerability of Poverty Line (VPL) is used to calculate head count vulnerability rate.

So, as in the question asked, the vulnerability is measured, or you can say quantifying by the increasing rate of the expenditure and decreasing rate of income.

The same thing is also discussed as the reason for poverty and not only is this, the similar process is known as probability.
