In chemistry water plays a vital role as a polar solvent often in contact with interfaces, for example in ion exchange resin system. 

When water interact with ion interface, it's hydrogen bonding properties are distinct from those of bulk water.  interaction with an interface  influence water ability to undergo hydrogen bond network rearrangements, which is concerted process that involves a water molecule and it's two solvation shells.

For water to switch hydrogen bonding partners other water must also break to form new hydrogen bonds.  Such hydrogen bonds rearrangements are necessary for both orientational and transnational motions. An interfaces eliminates many of the pathway for hydrogen bond rearrangements that  are available in bulk water.
