waves are formed in ocean because of:


high speed wind: these are responsible for surface waves that occur on the topmost level of ocean. They aren't much strong.

gravitational pull of the sun and moon: water from ocean gets pulled towards the moon or sun sometimes, because of which waves are formed.
these are known as tidal waves and are strong.
