web portal is a medium through which a user can access resources but a website is a destination in itself. they are different beings which are linked to each other but should not replace each other.
A website is also a portal if it shows info from independent resources whereas a web portal refers to a website or services that provide varied resources and services like email, forums,search engines and online shopping malls.
