Judicial review is the power of court through which the court can declare that any law policy formed by the government is unconstitutional or against the constitutional does this is not force able on the public.

Using this power if any organ of government is misusing it's power than it's decision can be declared as illegal. Thus , in this way judiciary limits the power of government.
