Steam turbines and all other prime movers which drive generators run at constant speed irrespective of load to generate electricity at constant frequency ( 50 Hz in India).

In layman terms, to vary the load on steam turbine / generator, excitation current will be varied, which inturn varies the strength of magnetic field and hence Turbine will need varied steam flow rate to maintain constant speed.

All mordern turbines are equiped with electro hydraulic governors which control the steam flow rates to maintain the constant speed of the machine.
