In addition to the other answers already given, the intent of more detailed local meshing is to increase the accuracy in calculating the effects of, for example, stress concentrators. By their nature, the effects of stress concentrators are determined by small geometry features, e.g. sharp corners. The big effects that come from these small features mean a high resolution mesh is required in these areas.
