A person could be a minister without being a member of either house of parliament and can hold the ministry for at most 6 months.

If he/she wants to continue as minister he/she must get elected to parliament or state assembly within 6 months either through direct election (Lok Sabha MP) or by indirect representation.(Rajya Sabha MP)
