Since the first digit can't be 0 to make a 3-digit number,
The number of ways of filling the first digit = 9 ways (i.e. 1,2,3,...9)

The number of ways of filling the second digit = 9 ways (since there is no repitition)

The number of ways of filling the third digit = 8 ways

So, The required answer is 9x9x8 = 648 numbers
