So let's take both situations one by one

I st Case when repetition is allowed

@ In this case any of the six numbers can come any number of times, like 1 can come all the 4 times similarly 2, 3,5,8 and 9 so there is a possibility of 6 digits can come each times which makes our answer leads to 6*6*6*6 =1296, because each number can come 4 times so 6 number can come 6^4 times.
